After you've coaxed out the Worldmind by trying to pay your fine, you need to convince him that there's a way to counter the power of The Promise. Your path through the dialogue options should begin with Share Intel, followed by Question Strategy, and end with Put in Perspective.

When you've done this correctly, you will get a notification that you've successfully planted a seed of doubt in the Worldmind's Logic Routines—this is the best outcome, which will result in help from the Worldmind in Chapter 14.
