The Dark Arts cosmetic set is available as soon as you can access the Gear menu in Hogwarts Legacy. This will happen automatically within the first hour of gameplay. The Dark Arts cosmetic set is not the standard gear, however. It is a cosmetic set accessible in the gear menu using the change appearance option.

The Thestral and Onyx Hippogriff Mounts will become available later in the game once you've unlocked flying mounts.

Transmog, or the change appearance option in Hogwarts Legacy, makes any gear look like another piece you've previously obtained or a cosmetic set, such as the Dark Arts set. To change the appearance of gear, hover over the gear you wish to change and press the associated button; Square for Playstation, X for Xbox, or F for PC.

This will also allow you to hide specific gear, if you wish your character not to wear a headpiece or glasses, for example.
