Since getting stuck on the loading screen has been such a big problem, the developer actually posted some information about how to fix it on the Steam Community page. According to Penta, to fix this, you need to use a command: (Command: -noasync). Unfortunately, this also causes the language to reset, but this can be fixed by switching to Turkish and then back to the language of choice.

In order to put in a command in the Steam Launch Options, right click on New Cycle, then click on the properties menu. At the bottom of this menu, there is a Launch Options text box. Type in the command into this bow, then close the menu; launch New Cycle as normal. This should fix any loading issues you are having with this new survival game. Hopefully, this will be fixed soon.

If the load screen goes away, but the campaign will not load correctly after this, try changing the language to Turkish and then back as listed above as well to get it working again. This should clear up any issues you have getting this New Cycle working on your machine properly.
