He is trying to fix a building but cannot do so without the plans for the building. To find the Fort Orochi Plans to complete the Plan From a Ruined Nation side quest in Octopath Traveler 2, you must go to Canalbrine. Head to the far east side and locate the tavern. Ensure it is daytime when you enter and locate the Former U Carpenter NPC.

This NPC holds the Fort Orochi Plans. Use a Path Action to steal, mug, purchase, or receive this item from the Former U Carpenter. Return to the Master Carpenter and give him the Fort Orochi Plans. This will let you access the two chests in the building and receive a reward from the Master Carpenter. Here are the rewards for completing the Plans From a Ruined Nation in Octopath Traveler 2.
