Victreebel is a unique Pokémon that has a wide movepool of Special attacks but a higher Attack stat. This is why Victreebel is built very differently on a Sun team, as opposed to non-competitive use in-game.
Without Sun support, the best thing to do with Victreebel is to use Growth to boost its Physical Attack. Victreebel can hit pretty hard with Sucker Punch, Leaf Blade, and Knock Off. It also gets Trailblaze to boost its Speed.
