Not only can you find Duskull wearing a beautiful orange flower crown, but you can also expect Dusclops and Dusknoir to be donning the same. Niantic has limited shiny boosts added to particular events such as Community Days, Safari Zones, or in Legendary Raids. There are also no consumable items that you can use to boost your chances of finding shiny Pokémon.

The best way to raise your chances of finding a shiny cempasúchill crown Duskull would be to hunt for them during the Spotlight Hour. This is an hour-long weekly event in which players are given an improved chance of catching any shiny Pokémon. It runs on Tuesdays from 6 pm to 7 pm local time.
