The Chapel is a secret location inside the Crystal Cove that players can access by equipping specific rods & relics. Depending on the equipped rod & relics, you can take part in rod skin quests by speaking with the corresponding NPC inside the area. As of now, you can get Cathedra Requiei, Caeruleus Reliquiarium, Capella Vitrea, Ruptor Derelictus & Sanctuarium Lucis Seraphim Rod skins from the Chapel.

How to reach the Chapel in Fisch
Before taking up the Rod Skin quests, players must reach the Chapel POI. This secret location is inside Crystal Cove, a well-known place if you are constantly visiting the Underground Music Location. If not, you must first enter through a Strange Whirlpool to teleport yourself to Vertigo. Here, fish for The Depths Key using something like the Steady Rod. Use the key to enter the Depths and head over to the tunnel area at GPS (X: 1100, Y: -700, Z: 1400), which will directly lead you to the Crystal Cove. Inside the Crystal Cove landmark, you can find an Illusory Veil next to the wooden bridge with a small pond in front of it.

Now comes the main part! Depending on which Rod Skin quest you want to do, you have to equip the correct relic in your hand & the corresponding rod to enter the Chapel, where you can only speak with your allotted quest NPC. For example, if you want to get the Cathedra Requiei Skin for the Requiem Rod, you must hold the Husk Enchant Relic & the Requiem Rod to enter the Chapel, where you must interact with the Nyx NPC to start your quest.

Ruptor Derelictus Skin
For the first part of the quest, you use Evil Pitchfork & Scarlet Spincaster Rod along with the Ruminous Oath Rod. Also, for the second part of the quest, you can catch Colossal Blue Dragon, Colossal Ethereal Dragon, Frostwyrm, Leviathan, or Profane Leviathan along with the Colossal Ancient Dragon. I have only mentioned the Ancient Dragon as it's the easiest to catch out of all.
