The Lord of the Rings: Gollum is not going to be like the Shadow of Mordor games. In a Steam FAQ, the developers classified The Lord of the Rings: Gollum as an action-adventure game with stealth elements. Gollum is the main character and would not win in a fight against anything but an injured Hobbit.
The official Twitter account for The Lord of the Rings: Gollum retweeted a tweet featuring a video from The Nerd of the Rings with information. The YouTuber was invited to a Virtual event by Daedalic Entertainment, where he got a lot of inside knowledge and confirmed Gollum's nature as a stealth game.

Is there combat in The Lord of the Rings: Gollum?
In his video, Nerd of the Rings confirms that Gollum kills an orc in the demo, but it's not like other The Lord of the Rings games. There is no sword combat, and it takes Gollum a bit of time to kill the orc. Nerd of the Rings relays that LotR: Gollum feels true to the character of Gollum, so we shouldn't expect real combat to be in the game.
Can I finish The Lord of the Rings: Gollum without killing anyone?
According to Nerd of the Rings, one of the developers confirmed that the only time you are required to kill anything is in the tutorial. The entirety of The Lord of the Rings: Gollum can be played without killing anything, apart from the tutorial.
