Get Sheena Etranzi in Operation Guns in Vampire Survivor

Like many of the other characters added to Vampire Survivor during the Operation Guns DLC, you need to evolve a weapon to unlock her. If you evolve the Sonic Bloom, which is Browny's weapon, you will automatically unlock Sheena. In Adventure mode, you will need to evolve the Blade Crossbow instead to get access to Sheena. We've explained how to get all weapon evolutions in Operation Guns here.

To start the cascade of unlocking Sheena, you first need to unlock the first hero, Bill Rizer, by finding and opening the coffin in Neo Galuga. Once Bill Rizer is unlocked, you need up evolve his weapon, the Long Gun, to get Lance Bean. Lance's weapon, the Short Gun, can be upgraded to get Ariana. Ariana's weapon, the Spread Shot, can then be upgraded to unlock Lucia. If you evolve Lucia's weapon, the C-U Laser, you can unlock the level called the Hectic Highway where another coffin holding Brad can be found. Next up, Brad's weapon called the Fire Arm can be upgraded to unlock Browny. Sonic Bloom, Browny's weapon, is the one that will get you Sheena Etranzi.

Evolving the Sonic Bloom requires you to fully upgrade it to level 8. The easiest way to do this is to select Browny as your starting character and do not pick up any other weapons or items. This will mean every time you level up, you have a high chance of being able to level up the Sonic Bloom, reducing the time it takes for you to get its full evolution, the Wave Beam.

You won't just need to level up the weapon, though. You'll also need to get the Weapon Power-Up item. This is a gray suitcase pickup that you can fin around the map. On Neo Galuga, I had a lot of success getting this item from the first bridge or two to the east of where you start on the map.

The other new characters are all unlocked by finding items out in the world. The Probotector requires you to find 14 Barriers, Stanley Ironside requires you to find 21 RapidFires, and Newt Plissken needs you to find 28 Grenades. Simondo is unlocked by evolving Newt's weapon, and then the final character, Colonel Bahamut, is only unlocked after you defeat the Big Fuzz in Neo Galuga.
