It is advised that players first check the official Blizzard Customer Service Twitter account to see if there are any known issues impacting servers. Otherwise, players can check their realm's status on World of Warcraft's site to see if it is an issue impacting select realms.

If neither is experiencing an issue, it may be a problem with the players' local client. Close out of World of Warcraft and bring up the launcher. Click the gear icon and then Scan and Repair.
