Inazuma's Sakoku Decree, which closed the nation off to both outsiders and citizens wanting to leave, created rifts between relationships. As such, Inazuma's residents have taken drastic measures to reach out to the outside world. In Hiromi's Watch, players can help Hiromi, who's been sending messages to a friend outside by drifting messages in the sea.
Players must first complete the World Quest The Chi of Yore in Liyue and unlock Dragonspine to access Hiromi's Watch.
Prerequisite: Obtain Quest Item
As part of the prerequisite to this quest, head to the southern tip of Dragonspine (exact location circled in the image above), you'll encounter a Ruin Grader, signifying that you're in the right location. Keep your eyes peeled for a glowing item on the ground around the area.
It's a little hard to spot due to the snow but interact with the glowing object once you see it. You'll receive Someone's Drifting Bottle. Having this item in your inventory will initiate the World Quest Hiromi's Watch.

Starting The Quest
Head over to Inazuma City, where a World Quest marker will appear. Keep in mind that it won't appear if you don't have Someone's Drifting Bottle in your inventory.
Go to the marked location and speak to Hiromi, a Kanjou Commission Officer who's looking out at sea—and looking very troubled. He refuses to spill the beans, so speak with him a second time. He'll tell you about an outlander friend who he tried to communicate with through drifting bottles but hasn't received a reply. You offer to help.
Follow the quest marker to Araumi and go down the cliff to meet Kazu, a Treasure Hoarder and Hiromi's childhood friend. He tells you about going to Jueyun Karst with "Big Sis," but were pursued by warriors from the Guhua Clan: Sun Yu and Little Que'er. The two were split apart, and Kazu hasn't heard from her since.
Rescuing "Big Sis"
Follow the quest marker to Mt. Aocang, where you meet the two Guhua Clan warriors. Speak with Sun Yu to learn about their recent experience pursuing two thieves. He reveals that the female thief headed for Mt. Hulao, where they chased but eventually lost her.
Once again, follow the quest marker to Mt. Hulao, where you'll find a hollow cave on the mountain. Drop down and use Geo to break the Amber Rock, revealing Yan'er. Speak with her before heading back up, where you resume your conversation and give her Someone's Drifting Bottle.
She tells you she knows no Hiromi—especially not an officer named Hiromi who catches thieves. But she asks you to thank him for returning her badge and mentions that she'll head over to the Uyuu Restaurant—the location mentioned in the drifting bottle—when she's free.
Completing The Quest
Go to Ritou in Inazuma and follow the quest marker to find Hiromi. You reveal your conversation with Yan'er and tell the dense Hiromi that he's just scored a date at the Uyuu Restaurant.
Completing this World Quest will reward you with the Achievement You Can't Help Your Feelings.
