Fortnite has started Chapter 3 Season 1 with 20 new NPCs for us to find on the completely new island. Unlike previous season, a lot of these NPCs seemed to be grouped together, making it much easier to fill out the collection book.
Ludwig uses the Jonesy character model as his base, and it seems these characters (besides Agent Jones) are centered on The Joneses, the named location in the southeastern section of the map. His exact location can be found via the map and directions below.
In the map above, you can see that Ludwig is in or near the building in the southeast corner of The Joneses. Because of the AI mechanics, Ludwig might not spawn in every match that you play. This means you may have to play a few matches to find him. However, most of the NPCs this season don't travel far from their spawn points, so you won't have to go too far if they're patrolling the area.
The easiest way to find an NPC once you have approached their approximate location is to look for the Chat Bubble icon on your minimap. This icon represents NPCs available nearby. Walk towards that icon, and you'll be able to find Ludwig.
