Leaks show Pokémon Legends: Arceus has a limited move pool of around 180

Pokémon Legends: Arceus is taking the Pokémon franchise in a unique direction, filled with new mechanics and a semi-open world formula. The leading change is the new battle system, where Pokémon moves are fully animated as combat ensues.

From the continuous leaks from Pokémon Legends: Arceus being in the wild, they are reporting that there is a total of 180 usable moves in the game, thanks to the compilation sheet found on Smogon forums. While at least 25 of them are new, 180 doesn't seem like much compared to the grand amount of 850—this includes all the special moves from the latest games, G-Max Moves, etc.

Move animations have been a gripe of Pokémon fans worldwide, and as technology advances, there are those still not happy with the no physical contact of Pokémon attacks. Worry not, as these 180 moves have been overhauled and reanimated with the new combat system in mind.

While it seems like a restriction of moves, think of it as an upgrade in quality as you can finally see Pokémon battles happen before your eyes.
