Legendary, Mythical, and Starting Pokémon have fixed sizes unless caught in the wild according to Pokémon Legends: Arceus Leaks

The same size every time.

Pokémon Legends: Arceus is the latest entry in the long-running Pokémon franchise, and to say fans are excited would be an understatement. Several lucky players got their hands on advance copies of the game and have been sharing details on several new features, including size variation for several Pokémon. Most Pokémon can have different sizes in Pokémon Legends: Arceus, but several species remain a certain height.

Leakers have found that almost every species of Pokémon in Pokémon Legends: Arceus can have unique sizes that alter the way it appears in the overworld and battle, but the game's Legendary and Mythical Pokémon like Arceus and Heatran won't have different sizes. Starters are locked to a specific scale as well, so if you want a larger version of Oshawatt, Cyndiquill, or Rowlet, you'll have to track one down in the wild later on.
