The Elementalist is one of the many Wanted Monsters that you will come across in Rune Factory 5. Given that the Elementalist is a five-star monster, you will have to capture around 12 monsters before you can actually get to hunt this one. That said, the Elementalist can be found in the Lake Yumina region.
The Elementalist can be slightly tricky to find. In order to find this monster, make your way to the Lake Yumina region where the Ice Dragon is located. Once you've found the Ice Dragon, make your way to the large slope behind it and you should find the Elementalist there. The map below will give you an approximate location of the Elementalist in Rune Factory 5.
Just like the other Wanted Monsters, the Elementalist will also be surrounded by other smaller monsters that you will have to defeat. Once you've defeated these monsters, you can then focus on defeating the Elementalist. That said, you will be rewarded with one Straight Punch if you successfully defeat the Elementalist.
