Seaforth Dock is located on the southern part of Crown near the Crescent Shores. Look for a large ship that is beached—the bunker will be on the shore to the west. Make sure to defeat the enemies protecting the bunker, or they will interrupt your attempts to disable the barrier.

How to open the barrier in Seaforth Dock in Tower of Fantasy

The Seaforth Dock has a bunker with a barrier protecting the Supply Pod containing the Voyager Control Station. You must deactivate the barrier by typing in the code 3594. Note that the 9 key is replaced by 10%, but it still works. Once the barrier is down, you can run in and grab the Voyager Control Station.
