The answer to level 13 is that you need to tap on the title text that reads, "Find the darkest color on the screen!" The color of that text is black and is technically the darkest on the screen. The puzzle uses a bit of clever trickery to keep you focused on the color swatches rather than thinking outside of the box a little.
