The decision to promote is big in every Fire Emblem game, and the answer usually depends on the game. In many other games of the series, players need to weigh getting that extra unpromoted experience against promoting early, potentially getting a new weapon type, or other perks. Fire Emblem Engage has its own set of rules, though, and it's one of the easier games to figure out whether to promote early or late.
When should units promote in Fire Emblem Engage?
The short, simple answer is as soon as possible. There is no drawback to giving a unit a Master Seal the moment they reach level 10 in Fire Emblem Engage. There are a couple reasons for this, but the strongest reason is that units can use Second Seals once they reach level cap anyways.
In other Fire Emblem games, when a unit hits level 20 in their promoted class, they are done growing. This leads players to delay their promotion, so that they never hit a wall where they are not gaining stats. This isn't a worry in Fire Emblem Engage, though, as using a Second Seal at level 20 resets that unit at level 1.

Another reason why it's best to just promote right away is the infamous Chapter 11 (Spoiler ahead). When players reach Chapter 11, they lose all of their Emblem Rings (except the DLC ones) and they can't visit the Somniel beforehand. This chapter can be incredibly tough, so it's best to have as many promoted units as possible for this fight.
In addition to all of this, promoting early can help a character reach a new class more quickly. Let's say, for example, a player wants to reclass Alear into a Wyvern Knight. They could reclass Alear into a Sword Flier first, but then they would have to wait another 10 levels to promote into Wyvern Lord. Alternatively, they can promote into Divine Dragon first. That way, they can switch over into Wyvern Lord at any time.
