Pay attention to zone demand

On your game's lower left portion of the screen, you'll see a series of different colored bars. These tell you how much your citizens want certain zones to be implemented. There's a good chance that if you are getting the Not enough customers message, you need more residential zoning. This could be low, medium, or high density housing. Either way, you probably need more homes to remove the error message.

Adjust Taxes for citizens or businesses

Sometimes, you actually have plenty of residential area zones, but you are still getting the Not enough customers error message. A possible reason for this could be your taxes. Try lowering either your commercial or residential tax, as either could affect the way residents choose to shop at commercially zoned buildings.

Lastly, you may attempt to de-zone your problematic commercial areas, to avoid a business becoming a abandoned. It may even help to make some new commercial zones closer to your current residential areas. This will make it more convenient for residents to travel to business, increasing the chance of removing the Not enough customers error message.
