The Fortress of Meropide is an underwater prison located in the depths of the Liffey Region. Ruled by the Administrator Wriothesley, the prison doubles up as a clockwork factory and houses huge secrets that even the highest-ranking Fontainian officials aren't privy to. There are three ways to enter the Fortress of Meropide—including options for new players who haven't caught up with the long Archon Quests.
Where to find the Fortress of Meropide in Genshin Impact
Option 1: Archon Quest
In the Fontaine Archon Quest Chapter IV: Act III - To the Stars Shining in the Depths, you'll be asked to investigate Childe's whereabouts in the Fortress of Meropide. At one point, Neuvillette will directly open up an entrance from the Opera Epiclese, which will take you directly into the underwater prison. From there, unlock a nearby Teleport Waypoint to easily return at any time.

Option 2: Get Caught
If you have not yet unlocked Fontaine's Archon Quests or are putting it off for later, there's an easy way to get to the Fortress of Meropide. From the Teleport Waypoint in Mont Esus East, swim toward the ocean, then dive underwater.
Once underwater, you'll immediately spot a giant mechanism with rotating searchlights. Your goal is to get caught in the searchlight by swimming toward it.
When you get caught, the searchlight will turn red, and you'll have five seconds to escape. Don't escape and wait for the timer to run out. You'll immediately be teleported to the Fortress of Meropide, where you'll be interrogated by the receptionist Monglane.
If you enter the prison through this method, Teleport Waypoints will not appear on the World Map. You'll have to agree to do the extremely long quest chain called Unfinished Comedy to make them appear.
Option 3: Underwater Tunnel
Another option is to enter the Fortress of Meropide through an underwater tunnel. Head to the area circled in the image above (east of the searchlights) and swim through the tunnel. Keep following the path forward until you reach a dead end, then ascend toward land to find yourself in the Administrative Area. Once you start walking on land, you'll be arrested by a guard named Galvana, who will send you to prison.
