The Amrita Pool is an offering system similar to the Tree of Dreams, except it's specific to the Girdle of the Sands region in the Sumeru desert. Instead of Dendro Sigils, you must offer Plumes of Purifying Light in exchange for rewards. It can be unlocked by completing the World Quest called Heart of Amrita.
How to unlock & complete the Heart of Amrita World Quest in Genshin Impact
The Heart of Amrita is a World Quest that unlocks the Amrita Pool. To obtain this prerequisite, you must complete another World Quest called The Splendorous Sky That Day, which is the first in the Khvarena of Good and Evil quest chain. Doing so will automatically unlock Heart of Amrita.
Once you start the quest, head to the area south of the Vourukasha Oasis, circled above. You'll find the entrance to a cave. Enter it to immediately spot a large pool with a little Pari named Fedhri standing guard. Speak to Fedhri to unlock the Amrita Pool and complete the World Quest.
