From materials to manpower and intelligence—the Ministry of Civil Affairs keeps Liyue in check.

Genshin Impact's Teyvat is sprawling with various factions and organizations. But a constant figurehead in every nation is in charge of maintaining civilian order—represented in the management of the Reputation Boards. The Knights of Favonius takes on this task in Monstadt, while the Yashiro Commission oversees the same in Inazuma. Meanwhile, in Liyue, Reputation is managed by the Ministry of Civil Affairs. This organization plays a huge role in maintaining order in Liyue, focusing on, as its name suggests, civilian-related affairs.

What Does the Ministry of Civil Affairs Do?

The Ministry of Civil Affairs is a fairly large organization that works closely with the Liyue Qixing and Millelith to maintain order in Liyue. They primarily handle human resources, resource and information management, maritime authority, and day-to-day tasks in the harbor. These branch out into the following:

  • Proficiency tests
  • Taxes
  • Permits, such as exit permits
  • Mooring space rental
  • Customs clearances
  • Forms, such as restricted goods approval forms
  • Provide human resources, such as clerks to help businesses with paperwork

The Ministry of Civil Affairs also enforces regulations, such as strictly forbidding kite-flying in Feiyun Slope and Yujing Terrace due to safety issues. Moreover, whenever there's trouble rumbling within Liyue, this organization ensures a smooth clean-up operation.

Who Are the Members of the Ministry of Civil Affairs?

Liyue's Ministry of Civil Affairs consists of a lot of workers, but the notable NPCs and characters who appear around the harbor include:

  • Ms. Yu—secretary
  • Clerk Zhao—clerk
  • Nervous An—administrator for maritime authority
  • Yelan—mysterious member; presumably an informant

A common trend among members of the Ministry of Civil Affairs is that they're overworked and are dying to take a break. But Yelan, an upcoming character who's expected to release in Version 2.7, is a little different.

While she is allegedly a member of this organization, a compilation of leaked voicelines posted by u/QuietAncient5122 on r/Genshin_Impact_Leaks reveals that she's an intelligent, two-faced individual who has a family history of working with the Liyue Qixing, and provides precious intel to the Ministry of Civil Affairs—albeit the source of the information is questionable.

But unlike other workers, Yelan is allegedly absent from work for the majority of the year. It's presumed that she spends her "absent" days gathering information for the Ministry of Civil Affairs and the Liyue Qixing, but nothing has been confirmed.
