Below are all the best Light Cones for Jingliu in Honkai: Star Rail:
- I Shall Be My Own Sword (best-in-slot 5*) - Jingliu's signature Light Cone and her best-in-slot five-star option by a considerable margin, as the passive boost perfectly aligns with her kit.
- On the Fall of an Aeon (free 5*) - A free-to-play five-star option, purchasable from Herta's Store. It offers a large ATK buff and an additional DMG increase after applying Weakness Break to an enemy.
There are some decent four-star picks, such as Under the Blue Sky and A Secret Vow, but On the Fall of an Aeon offers a passive that's better aligned with Jingliu's kit on top of being completely free to get.

Being a DPS unit, Jingliu's best-in-slot Relic Set is fairly straightforward. You can use either a four-piece set or two-piece combos with favorable bonuses. I recommend picking the option that nets you better substats.

Keep in mind that Jingliu gets an additional 55% CRIT Rate from her default kit and Spectral Transmigration state. The 40% to 50% CRIT Rate (depending on Talent level) bonus won't appear in Jingliu's stat menu unless Spectral Transmigration is active, so make sure to calculate it separately.
With that said, focus on getting DPS substats: CRIT Rate, CRIT DMG, ATK, and some SPD.

- Harmony support (buffer) - a Harmony support is a must-have to support Jingliu, enabling her to deal more damage or rotate her skills faster.
Keep in mind that while in her Spectral Transmigration state, Jingliu consumes 4% of her allies' max HP to increase her ATK based on 540% of the allies' total max HP (180% of her base ATK max). This means your team (not including Jingliu) will need around 10,500 combined HP to maximize Jingliu's ATK buff.
