Where to use Faded Whistle in Lies of P
The Faded Whistle is used to complete the Toma quest and earn a free Radiant Ergo Fragment. To kick off the quest, fast-travel to the Elysion Boulevard Stargazer and exit towards the balcony. From there, jump onto the rooftop, and you will see a ladder on your right. Use the ladder to reach the ground floor and approach the window with a light and a curtain.
When you talk to Toma, the child behind the window, he will share his story about a police officer named Murphy. You will find out that Murphy was a caretaker for sick children in the Petrification Disease Quarantine zone and that Toma identified him by his Faded Whistle. At the end, the child will mention that he wishes to see Murphy again.
You have to use the Faded Whistle near Toma's window after finding it. Once you do this, the quest will be marked as completed, and you'll receive a Radiant Ergo Fragment worth 500 Ergo.

The Faded Whistle is located on a bench near the Krat City Hall Courtyard Stargazer.
