It takes time and multiple NPCs in Lost Ark to obtain Snowflake Shaved Ice. You will spend a lot of Silver on ingredients since you will also need luck and chance. It would be best to speak with Isabelle in Shushire first.
Where to find Snowflake Shaved Ice in Shushire
Giant Ice Piece
Bartender Isabelle can be found on the east side of Rigens Village at the Golden Anglerfish Casino. For Snowflake Shaved Ice, you will need a few Giant Ice Pieces. It is best to purchase 100 of them at 150 Silver each. The next step is to find Cook Helena.

Broken Ice Piece
You need to take the Giant Ice Pieces to Cook Helena to turn them into the ingredients to Snowflake Shaved Ice. You can find Cook Helena in the northern part of Frozen Sea next to the Ship Graveyard. You can take the nearby waypoint to save time.
Craft Broken Ice Pieces for 400 Silver each. You have a chance to get Chopped Ice Pieces too, which you need five total. You can craft a Snowflake Shaved Ice for 1,700 Silver when you have enough.
After doing all that, just right-click the item in your Inventory to complete the cooking collectible.
