Alolan Vulpix and Ninetales cannot be caught in Pokémon Legends: Arceus. The icy variant of the classic fire-fox Pokémon is a rarity in this game, but still obtainable through but one method.
You can obtain a single Alolan Vulpix from a late-game request. To get Alolan Ninetales, use an Ice Stone on Alolan Vulpix.
Request 83: Snow-White Vulpix in the Snow
You'll need to hunt down five precious Vulpixes in order to claim one for yourself.

- This Vulpix is due near directly south of the Icepeak Arena fast travel point. It's up on top of a small cliff, so if you miss your mark with Braviary, you'll need to climb up with Sneasler.
- This next one is South and a bit to the East next to a Vivichoke.
- The third is nearly straight south on a ledge above a Sootfoot Root. You'll need to climb up to it with Sneasler.
- The fourth is straight North-West on a ledge near an Ambipom.
- The final Alolan Vulpix lies a short drop away from number four. You should be able to see it from the fifth's position, actually.
Once you've found all five, just head back to the man who gave you the quest to receive your own Alolan Vulpix.
