You can get it by spinning the wheel or beating the boss. Once you've got the Magma Fruit, find Momo, a character in Wano.
Talk to Momo, and he'll give you a checklist to unlock Magma V2:
- Get to Level 300.
- Beat Kaido five times using the Dragon.
- Collect 30 titles.
