Mortal Empires, the feature found in Total War: Warhammer 2, has been renamed Immortal Empires in Total War: Warhammer 3. Immortal Empires allows players to use factions and DLC from previous games in Warhammer 3.
Immortal Empires gives players a huge campaign map and allows them to choose any faction that they own content for. It's sort of like simulating a tabletop game on a grand scale. It's a great way to get players to buy content from the older games.

There is no need for players to repurchase DLC. If they already own content from previous titles in the series on the same platform they bought the third, they can use it. A unit in this series is normally upgraded and redesigned slightly to fit the graphics and features of the latest game in the series.
Therefore, if you do not own the previous titles in the series, you will not be able to use their factions. In Total War: Warhammer 2, there were only six factions, and if you didn't own Total War: Warhammer, you couldn't play as the Empire, Beastmen, or any of the factions included in Total War: Warhammer. The same will apply to the newest title.
