While Foreign Investment seems like a logical component for a game like Victoria 3, it is oddly missing. Instead of investing your money in other nations to improve ties or manipulate relationships, you'll want to use various other controls like diplomacy and trade. Whether or not the feature is added later to the game is a mystery.
About Victoria 3 Foreign Investment
Foreign Investment does not actually exist in Victoria 3, but it is a popular concept within the community of Victoria 3 players. Many would like Foreign Investment to be added to the game by Paradox Interactive, but no word has been received about whether this will happen or not. It's always possible that this could change, seeing as Victoria 3 was just released in late Oct. 2022.

Can you gain Foreign Investment in Victoria 3?
No, you cannot gain or provide Foreign Investment while playing Victoria 3. This is because it simply does not exist in the game. If you'd wish to help manage a neighbor's assets and wealth, you'll be required to invade and take power over them. This is not an ideal substitute for Foreign Investment, but it's really the only choice you have beyond basic diplomacy.
If you're hoping to use Foreign Investment as a means to improve your relationship with another nation, you'll instead want to use the Diplomacy tab. This is where you can control non-militaristic actions with countries. You can also use trade and export to influence your relationships.
