The only real fix to this is to switch servers or to just wait it out.
There's no need to relaunch WoW or anything of the sort. Blizzard added a second RPPvP realm to help alleviate issues like this, so they are monitoring problems with players being unable to get in.

The problem is if you're trying to play on a specific server with friends, you'll have to simply wait until the error subsides or roll a character without them. It's not a perfect solution, but it's the only other option you have until the error solves itself.
