The "Legendary Phels" Hidden Story is a three-part story that you can start and finish almost immediately after arriving in North Vern. You're awarded three Charisma for finishing off this mini-story, so it's certainly worth your time to do.
"Legendary Phels" Locations
To start off, after arriving at Port Krona in North Vern, you should first deal with the main story event that takes place. After that, head over to the Central Port Triport.
From there, head down to the end of the dock where the large pirate ship is anchored. You'll find the first "Legendary Phels" location there.

You'll have ten minutes to make it to your second location, which is plenty of time.
Head due East from the first location. On your map, the second location is on the narrow strip of land straight above the word Krona in Downtown Port Krona. Head to the southernmost part of that narrow strip to find your second location.
You'll have 20 minutes to make it to location three. If you already finished the main story event as we suggested, then you'll be just fine. If not, you might not make it.
This third location is inside of the Queen's Castle in Castle Vern. Unless it was simply flavor text during the main story, the guards will stop you before you can enter the Queen's Castle unless you have progressed the main story enough.
Once inside the castle, finding the location couldn't be easier. It's on the couch directly behind the queen herself.
