The spinners for this Nornir Chest are rather spread out, but all within moderate proximity to one another. We recommend starting with Brok's shop at the beach and using that as a reference point. Spinner #1

You will land on the beach with Brok's Shop and the Mystic Gate. Turn around and throw your axe at the spinner's right paddle to have it match the third rune on the Nornir Chest.

Spinner #2

Boat back to the Cliffside Ruins and land on the beach behind the spinner you just activated. Climb up the nearby wall ad make your way across the raised platforms. You will see red vines that can be destroyed to reveal a chain. The spinner is in the rocks below; strike the right paddle to have it match the first rune on the Nornir Chest.

Spinner #3

Return to your boat and travel to the right of the first beach you landed on. You will spot another batch of red vines covering the third spinner. Target the vines with Freya's magic and strike them with your Blades of Chaos. This will uncover the spinner, allowing you to hit the right paddle with your axe and match the middle rune on the Nornir Chest.

How to unlock the Nornir chest in Cliffside Ruins in God of War Ragnarök- Vanaheim

With all three spinners matching runes, return to the Nornir Chest, which will be glowing gold. Open it to collect your rewards. This chest contains an Idunn Apple, which will increase your health after gathering three of them.
