You are looking for the circling parrot, and it appears that it always circles in the east of Pressure Plant jungle area. Head over there and look for it in the sky by gliding above the trees. Once you find it, head down in the area it was and you should be able to find the Fortbyte!

Here's a look at what the parrot looks like. Remember, the Fortbyte will be on the ground where it is circling. It looks like it just has a couple of different spawn areas in this region.
