The Domains needed to acquire Talent Leveling materials are from Adventure Rank 27 Abyssal Domains - Domain of Mastery. To acquire the materials, you need to spend 20 Original Resin to get the reward at the end.
Domains of Mastery
If you're looking for the two Domains of Mastery, you can find the Forsaken Rift between Springvale and Dragonspine in Mondstadt, and you will find the Taishan Mansion located near Jueyun Karst in Liyue.
