To find Lakebar Freshwater Fish Stew in Lost Ark, you need to go to Lakebar Village, in the Lakebar area. In the center of the village, left of the Mail Carrier, you will find General Merchant, Evien. Speak with her, and you can purchase the Lakebar Freshwater Fish Stew for 8,000 silver.

Once you have purchased it, go to your inventory. You must right-click on it to activate the item and add it to your Adventurer's Tome.
