Where to Find Bob in The Veil
If you're watchful enough, you'll meet Bob very early in your The Veil journey. In fact, you'll probably find him while completing one of your very first side quests. Layton in the mines will ask you to slay 15 monsters inside the Murmur, a dark and spooky part of the mines. This area is very dimly lit, making it particularly difficult to navigate. That fact is actually the very reason why I accidentally stumbled upon Bob.
You'll find him inside a small crevice deep in the cave, just wide enough for you to crawl through. He'll be sitting there in this secluded part of the mines, as if he's hiding from something, unable to move. However, if you try to talk to him, he won't utter any words in English - or any human language, for that matter. Let's dissect his dialogue.
Bob's Binary Message Translation in The Veil
Namely, Bob will address you not in a human language, but in the language your computer uses for everything it does: binary, made up of 1s and 0s. If you try to interact with him, he'll spit out a series of 0s and 1s, and if you respond with "What?" or "I don't understand you," he'll simply continue speaking in binary. So, what do those seemingly random rows of numbers actually mean? Let's translate the binary and decode Bob's message:

Can You Help Bob in The Vail?
So, now that we know what Bob is saying, the question is clear: Can we actually help him? Is there some lore surrounding him, or is he just, as one Discord user put it, a “useless binary guy that's in every game for some reason”? Well, unfortunately for us (and for Bob, I guess), at the moment, we haven't been able to figure out what we can actually do with him.
He doesn't trigger anything when you talk to him, and there are no quests saying "Help Bob" or anything in the same vein. Talking to him won't yield anything, either - he'll just keep repeating the same three lines in binary that we've decoded in the section above. Thus, at the moment, we have to assume there's nothing you can do to help Bob.

Maybe, down the line, the developers will add some content around Bob that will solve his mystery in The Veil. For now, though, his only function is to confuse you and make you wonder what the hell you're supposed to do with him.
