Tiny Tina's Wonderlands first DLC, Coiled Captors, brought with it a new location and another luck-based loot machine. Stepping into Dreamveil Overlook will bring you to Vesper and her Wheel of Fate. If you are not immediately distracted by the interesting environment, you will more than likely make your way directly to the massive machine. Here is what the Wheel of Fate is in Tiny Tina's Wonderlands.
How to use the Wheel of Fate in Tiny Tina's Wonderlands
The Wheel of Fate is the large contraption located near Vesper in Dreamveil Overlook. You will be formally introduced to the Wheel as part of the Coiled Captors' quest. By spinning the wheel, you are guaranteed to receive a piece of whatever type of gear the wheel lands on. You could receive a Weapon, Armor, Ward, Ring, Necklace, or Spell. There is even a chance for the item you receive to be Legendary.

In order to spin the Wheel of Fate, you must spend Souls. Souls are a new currency introduced with Coiled Captors, and you can earn Souls by looting chests and slaying enemies in the Coiled Captors Dungeon. Each spin of the wheel will cost 25 Souls and will randomly give you one of the items mentioned above at any rarity. Those with higher Loot Luck will have a higher chance of receiving Legendaries from the wheel.
