To get oak seeds in Valheim, you will need to chop down oak trees that can be found growing tall and large in the meadows biome to loot acorns.
Acorns are what oaks seeds are called in Valheim, and once you get these oak acorn seeds, you will be able to plant them by using the cultivator.
However, keep in mind that the drop rate for seeds for birch and oaks is very low. Because of this, you are in for a hell of a lot of chopping, like prepare to deforest your entire island, to only get one or two oak seeds.

Nonetheless, once you get the oak seeds, right-click your cultivator while it is your inventory, and you will be able to plant it by finding the seed in your plant menu and left-clicking. But again, it's not worth trying to farm oak seeds right now as acorns are freaking rare and oak trees themselves are rare.
For instance, we spent pretty much several minutes only to find two oak trees. So because of that, we recommend just spawning oak seeds to save the time and effort required to look for them.
That said, you can spawn acorns in Valheim by typing into your console spawn acorn 1. Make sure to also enable commands by typing devcommands and then debugmode.
