You get the Dilated Time Capsule by completing the When Time Needs Mending quest. It's a weekly quest you get from Soridormi in Tyrhold, and you can fly on over to her once a week to snag it. She'll task you with completing a Time Rift that goes on every hour, so just keep a look out for the horn icon on your map.

The Time Rifts are pretty easy to finish as all you'll have to do is follow around the hordes of players and complete tasks. This includes things like killing enemies that come out of rifts or destroying some boxes, but it's all quite simple. It'll wrap up by sending you into a portal where you fight a boss alongside several other players. Upon completion, you'll get some currency to spend on transmogs. If you're completing the weekly quest, you'll get a Dilated Time Capsule.

What to spend Dilated Time Capsule on in WoW Dragonflight

The Dilated Time Capsule is a good piece of currency that can be used to obtain 402 item level catch up gear. This is good for alts who are trying to get geared up fast. The items bought with the currency are on the upgrade track that lets them go all the way up to 424 item level.

You spend the time capsule at Shi Everbreeze. This character can be found right next to Soridormi where you grab the weekly quest in the first place.

Some players are reporting issues when trying to get a second capsule on another character. With this being a weekly quest, you should be able to grab one on every alt you have. However, a lot of people have problems with picking up the quest on a second character after completing it on another.

There's no workaround for it at the moment, so you'll just have to sit back and hope for Blizzard to come in with some fixes. New patches tend to bring bugs, so being patient is the key.
