All permanent buffs in Cyberpunk 2077 2.0

Upgrade V's abilities indefinitely.

In Cyberpunk 2077, there are different types of consumables you can eat or drink to improve your character's abilities such as health, stamina, RAM recovery, and more. With the 2.0 update, new permanent buff consumables have been added to the game that enhance your abilities forever.

I've found these items in the Dogtown district included with the Phantom Liberty expansion, but they also appear rarely at vendors in other parts of Night City. Simply purchase the item and the buff will be automatically applied. You'll get the confirmation after you back out of the vendor menu.

All permanent buffs in Cyberpunk Phantom Liberty

Consumables that apply permanent buffs can be found at Medpoint, Junk Shop, Bar, Netrunner, and Food vendors. These items have a different description than regular consumables and are highlighted with a golden pattern (see images below). Here's a list of all the permanent buffs found across the shops in Dogtown.

The Heavy Hearts Club (Bar) - Cyberpunk Phantom Liberty

  • Military-Grade Lactic Acid Recyclers ($12000): Permanently increase Stamina Regen Rate by 2%.

The Heavy Hearts Club (Jack) - Cyberpunk Phantom Liberty

There's another permanent buff item you can find inside The Heavy Hearts Club. It can be purchased from Jack who can be found inside the first restroom (see images below for directions). You can visit this vendor during or after the Heaviest of Hearts gig.

  • Military-Grade Lactic Acid Recyclers ($12000): Permanently increase Stamina Regen Rate by 9%.

Next up, go to the market inside the EBM Petrochem Stadium north of Dogtown, which I've shown n the map above. There you'll find a cluster of vendors, but only the ones listed below have permanent buffs.

Dogtown Stadium Bar - Cyberpunk Phantom Liberty

  • Dendritic Protoplasma Supplier ($12000): Permanently increase RAM Recovery Rate by 1%.

Dogtown Stadium Food Vendor - Cyberpunk Phantom Liberty

  • Military-Grade Lactic Acid Recyclers ($12000): Permanently increase Stamina Regen Rate by 3%.

de Butchery Food Vendor - Cyberpunk Phantom Liberty

  • Prototype Pseudoembryonic Cell Builder ($12000): Permanently increase Max Health by 2.

Cracked Decks Netrunner - Cyberpunk Phantom Liberty

  • Dendritic Protoplasma Supplier ($12000): Permanently increase RAM Recovery Rate by 2%.

Now, go to the Longshore Stacks market area in south Dogtown for the following permanent buffs.

Laura's Junk Shop - Cyberpunk Phantom Liberty

  • Military-Grade Lactic Acid Recyclers ($12000): Permanently increase Stamina Regen Rate by 5%.

Medpoint - Cyberpunk Phantom Liberty

  • Prototype Pseudoembryonic Cell Builder ($12000): Permanently increase Max Health by 2.

The Moth Bar - Cyberpunk Phantom Liberty

  • Dendritic Protoplasma Supplier ($12000): Permanently increase RAM Recovery Rate by 2%.

All permanent buffs in Cyberpunk 2077 (Night City)

Orbital Air Medpoint - Spaceport in Cyberpunk 2077 2.0

  • Prototype Pseudoembryonic Cell Builder ($12000): Permanently increase Max Health by 2.

This Medpoint will be closed off after you complete The Killing Moon—the final mission in Phantom Liberty. You can get this permanent buff item anytime before the mission, or during the mission when you first enter the airport terminal.

Break Out Hot Dogs Food Vendor - Cyberpunk 2077 2.0

  • Military-Grade Lactic Acid Recyclers ($12000): Permanently increase Stamina Regen Rate by 7%.

This vendor only appears after you've completed the New Person, Same Old Me Mistakes side quest, which appears only after finishing the Waiting For Dodger gig. Therefore, you must own and play the Phantom Liberty expansion to unlock this item even though it's situated outside Dogtown.
