Players attempting to preload or install New World are running into an invalid platform error preventing them from installing the game. It's unclear what the exact cause of the error is, but what it does is prevent players from installing the game. If you want to fix the invalid platform error, you must try closing the Steam app and relaunching it first.
But if this doesn't help the problem, try closing it again and running it as administrator. To run Steam as an administrator, right-click the Steam app on your desktop. Doing so will open make a small tab appear, click Run as administrator to run Steam as an administrator.

For either one, you will need to open the properties tab that can be done by right-clicking on the Steam icon and clicking properties. Clicking properties will give a list of options for the Steam app. The option you will need to click is called compatibility.
Under compatibility, you will be able to set Steam to run as administrator every time you launch the game. Once you set Steam to run as administrator, relaunch Steam and attempt to download New World once again.
If it still doesn't work, try clearing your Steam Cache, changing the game's download location, or restart your router/PC. If none of these steps still haven't helped you, you may need to wait until the developers address the problem.
