Perks are unique in that they will stick with you throughout all of your character changes. This means that your build will be persistent across all of your characters and each will be affected by the perks you unlock and upgrade.

As you upgrade your perks to higher levels, they will require more and more Golden Aces of Spades. Make sure to keep an eye out for these, as you will need a lot of them to upgrade all your perks.
