To get skins in New World, you will need to purchase or unlock them through two means. The first is to purchase the skins from in the in-game store with New World currency. The other method is to earn them through limited-time Twitch Drops.
To get skins through Twitch Drops, you will need to link your Twitch account with New World and watch a streamer with drops enabled for around one hour.
After each hour that passes, you should earn a new skin if there is a Twitch drop campaign currently running and you are watching the stream for that amount of time.

Now for the main method of getting skins, you will need to visit the in-game store by hitting ESC. You can find skins for sale by hitting the store button when you hit ESC, as shown below.
Under the store options, there will be two called Armor skins and Weapons skins. Click either one of these and then purchase a skin using marks. If you don't have marks, you can purchase them by clicking the add more marks button inside the store menu.
