If you didn't think you would be able to fish in Like a Dragon: Ishin!, then are you really a fan of the Yauza series? Not only is this mini-game a fun way to unwind, but it also serves purpose in the game, such as obtaining rare cooking ingredients and completing substories.
You'll gain the ability to fish in the river outside of Teradaya early on in the game. The game will guide you on how to cast your line and what to look out for while fishing. However, it doesn't explicitly state that you should wait for the fish to submerge the red section of the water before reeling them in, or that you'll know when a fish is ready to be reeled in when your controller vibrates continuously. Simply press the X or A button, and you'll bring the fish in effortlessly.

How to upgrade your fishing pole in Yakuza Like a Dragon Ishin
You can obtain every fishing pole in the game as a reward purchased with Virtue from shrines, except for the Easy Starter pole. The better the pole, the more Virtue you'll require. However, you can't buy the best pole until you've obtained every variant that comes before it.
You'll need to collect enough Virtue to buy them all, which will cost about 25,000 Virtue in total. You can earn this amount quickly by completing farming or cooking-related challenges at Ryoma's Villa. Once you've obtained them all, you can equip and use the Peerless Pole, which offers the best stats, no matter where you're fishing.
