There is only one way to recruit the powerful Arval to your team: you must complete the game with the Ashen Demon as an ally. That said, you must successfully recruit Byleth, or you cannot unlock Arval. Once Byleth has been successfully recruited, you can complete the main story, which also will unlock the secret ending.
Once the credits have ended, load up your last saved file, head into Shez's Personal Quarters, and interact with the journal. Press on Spend Renown, then on Unlock Units. Arval will be on the list for 60 Renown, which is a steep price. Along with Arval, you can unlock a few other units, such as Sothis and Rhea, who are also 60 Renown each.

Who is Arval in Fire Emblem Warriors: Three Hopes?
Arval is a brand-new character in Fire Emblem Warriors: Three Hopes and is very much similar to Sothis' Byleth. Arval is a mysterious individual who rescued Shez on their death bed. Shez is the only one who can see and communicate with Arval, and Arval grants Shez the power to transform.
